No. With no CBSA office at Tofino-Long Beach, a flight from the US lands first at an airport of entry. Victoria International is the usual choice, adding only about 10 nautical miles from Seattle. Nanaimo also works for groups of 20 or fewer under its AOE/20 designation.

Which airport should US flights use for customs before Tofino?

Victoria International (YYJ) is usually best. It has CBSA on site and sits almost on the line from Seattle to Tofino. Nanaimo suits small groups under its 20-person limit. Charter flights cannot use CANPASS, so the operator reports the arrival to CBSA ahead of time.
