When does a group charter start to pay off?

The turning point is usually around 8 passengers. At that size, a light or midsize jet runs roughly $300 to $600 per seat per flight hour. With 4 or fewer passengers, the same aircraft costs more than twice as much per seat. That is the range where first class often wins on price alone.

Why 19 passengers is the dividing line

US rules require a flight attendant on any charter aircraft with more than 19 passenger seats. Aircraft of that size, like the Embraer 195 and Airbus A320, fly as group charters under commercial airline regulations. They carry cabin crew and a standard airline cabin. With every seat filled, they offer the lowest cost per seat of any charter.
